They can be used as selector switch. It was made for elevator key switch lock with wire harness and 2pcs keys included for fire service phase 2 operation. 
They are keyed alike to F204 code. Also comes with 5x38 inches wire leads. 3 position 2 key-pull (positions that key can be removed) operation as shown in below chart.
