Phase 1 (firefighter's emergency recall) refers primarily to the fire service switch in the lobby. It is used to recall all cars nonstop to the lobby level by firefighter. 
Note: this kit does not include face plate halo. Switch may be marked ECI/T-502-ILC which is not part number
